IDAP recognizes the potential that exists in the community and aims at alleviating poverty amongst the rural poor through use and promotion of local initiatives and local resources. The organization is committed to promoting high standards of leadership, management and community development Programmes through policy research, networking, dialogue, advocacy, capacity building and institutional development.

IDAP implements Programmes on the ground and provides consultancy services to agencies that aim at implementing development interventions that empower communities and improve the standards of living of rural and urban poor populations through the use of the locally available resources.  The organization focuses on community learning method, which is designed to promote participatory approaches to tackle challenges facing individuals, local communities, and organizations to be able to fully direct, control, own and manage their development initiatives.

Our Journey So Far

Integrated Development Africa Programme (IDAP) is a regional not for profit development and humanitarian Non-Governmental Organization (NGO) legally registered in Kenya. IDAP was established in the year 2000 and its registration was completed in December 2003. IDAP has Programmes running in Siaya County currently and is progressively initiating projects in other counties in Kenya.

IDAP envisages Programmes that aim to harness and integrate various development and humanitarian opportunities while seeking solutions to bridge challenges that African people face by acting as a vehicle through which African development goals including the Sustainable Development Goals (SDGs) and aspirations can be achieved efficiently and successfully using integrated development approaches. The integrated approach has the distinct advantage of acting as a common ground, where different competing development agendas complement each other and therefore, avoids duplication leading to efficient utilization of scarce resources.

IDAP as an organization is designed to foster unity and seek co-operation with members, groups and individuals committed to the socio-economic growth and strengthening of communities. The organization recognizes that its success in attaining its goals and objectives depends on the commitment, mutual understanding, and sincerity to co-operate internally and externally.

Team Profiles

Dr. Charles Owino is the Head of Resource Mobilization and Strategic Partnerships at the
African Economic Research Consortium (AERC). The AERC is a premier capacity building
institution in the advancement of research and training to inform economic policies in Africa. It is
one of the most active Research and Capacity Building Institutions (RCBIs) in the world, with a
focus on Africa. This particular position Dr. Owino holds plays an integral role in ensuring
predictable and sustainable long-term funding for the organization. In addition to teaching and
mentoring of graduate students at various universities in Kenya including University of Nairobi,
Strathmore University and United States International University (USIU), he has devoted
considerable efforts to training and capacity building of research institutions. He has also
worked with government agencies as well as international organizations to integrate research
findings into policy formulation. His research interests are focused on public policy, development
programs, and organizational systems, including devolution. Charles has a proven track record
of publications in these areas. He is a reviewer and guest editor for several academic journals.
Dr. Owino’s experience in randomized control trials (RCTs), field experiments, household
surveys and micro-data, as well as general equilibrium models (GEM) is immense and has
received many awards for excellence in teaching, leadership, and service. He has conducted
numerous international consultancy assignments with the African Development Bank (AfDB),
United Nations Agencies, Department for International Development (DFID), International
Development Research Centre (IDRC), African Capacity Building Foundation (ACBF), Global
Development Network (GDN), Centre for the Study of African Economies (CSAE), and
Thomson Reuters Foundation among other reputed organizations. Dr. Owino holds a PhD in
public policy (University of Nairobi), a master’s degree in development studies (Rhodes
University, South Africa) and another master’s degree in development communication
(University of Nairobi). He graduated with a bachelor’s degree in economics from the University
of Nairobi, Kenya.

Mr. John Ahaya Malamba is the Executive Director at the Siaya Community Library (SCL).
John has an impressive record and experience in Business Management and has worked for
several organizations in Nairobi, Kenya in different capacities since leaving college with a
diploma in business management. He was instrumental in the establishment of the Integrated
Development Africa Programme (IDAP), which gave birth to Siaya Community Library (SCL) as
an organization and now devotes much of his time to coordinating the activities of the SCL. It is
from his personal vision and tireless efforts that the concept of forming the Siaya Community
Library was born. John is very committed and successfully measures to his role as the
Executive Director. He is a Kenyan citizen holds an Advanced Diploma in Business
Management. John is a devoted Christian and a member of the International Rotary Club as
well as a firm believer in the idea of empowering the less fortunate members of society,
especially the rural masses both in economic and social terms.

Ms. Benta Jacob is the programs Director at Siaya Community Library (SCL). As an early
childhood educator, who is well versed in the ABCs of the teaching profession with decades of
involvement in the field. Benta is an experienced and passionate early childhood teacher with a
love for working with and educating today’s youth. She has played an incredibly important role
in the lives of many children in Siaya County. Ms. Jacob is adept in creating comprehensive and
well-rounded curriculums that meet education requirements and standards. She has worked as
a senior education officer at the County Government of Siaya as well as acting as a facilitator in
various educational workshops focusing on early childhood. Benta is familiar with many

renowned educational philosophies aimed at supporting children academically and socially. At
Siaya Community Library she has brought forth dedication, skill, and the desire to positively
impact on the lives of children. She has been an advocate of the quality of teachers in early
childhood education, noting that this strengthens children's social skills, learning styles, and
behaviour. And that the first few years of a child’s education and development are some of the
most critical years. She has always stressed that nearly 90% of brain growth happens before
the age of five (5). Because of this, the impact Early Childhood Educators (ECEs) have on a
child’s success in growth and development are incredibly important. Benta is a graduate with a
degree in early childhood education from University of Nairobi.

Mr. Calleb Ogutu is the Finance Director at the Siaya Community Library (SCL). He has also
been a board member of the team for a decade now. He boasts of an impressive experience in
the management and running of NGOs in Kenya. He combines the unique experience gained in
both the private industry and NGOs since 1994. He worked as an Accounts and Administration
Director with St. Austin’s Service Station Ltd. between 1994 and 1997 and later moved to Broad
link Agencies and West End Electricals Ltd between March 1997-December 1999 as the
Operations and Accounts Director before finally joining AREP Foundation – a local NGO, in
January 2000 as a Projects and Administration Manager in charge of the Revolving Loan Fund
for the Refugee Programme. He later rose through the ranks and was promoted to the position
of Programmes and Administration Director, a position he held until July 2003. Mr. Ogutu left
AREP Foundation in July 2003 due to internal re-organization. Since then, he has concentrated
his efforts on the establishment of Siaya Community Library and has also been providing part
time consultancy services to several small CBOs on the aspects of Proposal Development and
Management. He has attended several conferences, seminars and workshops on the
Management and Fundraising strategies for NGOs in Kenya and abroad. Mr. Ogutu holds a
Bachelor of Arts Degree in Economics and Government from the University of Nairobi.

Dr. Otieno holds a PhD in Environmental Engineering and Management from Jomo Kenyatta University of Agriculture and Technology, Kenya. He has research and technical experience in Bio-waste valorisation for bioenergy production and regenerative agriculture, wastewater reclamation, water treatment and quality assessment, and environmental impact assessment and audit. He is also passionate and conducts research on the potential of electric cooking transitions in urban slums. Besides research and industrial practice, Dr. Otieno is also a lecturer at the Technical University of Kenya in the Department of Geo-Sciences and the Environment. Overall, Dr. Otieno is enthusiastic to engage in activities geared towards access to clean cooking energy and water for communities, regenerative agriculture, and waste management.

Donatus Omondi Abwao is a seasoned ICT professional with over 11 years of experience in e-learning, software development, and multidisciplinary research. As the Lead ICT Technical Specialist, Donatus spearheads innovative projects focused on leveraging cutting-edge technologies to drive impactful solutions. He has a proven track record in designing and implementing advanced systems, including AI-powered tools for energy management and emission reduction.

His expertise spans developing scalable ICT infrastructures, leading cross-functional teams, and integrating data-driven approaches into projects to address global challenges. Donatus is passionate about applying artificial intelligence and machine learning to promote environmental sustainability and enhance operational efficiency.

Donatus holds a Master of Science in IT Security and Audit and is a member of the Internet Society Global and E-Learning Africa.

Mr. Robert Robern Ndolo is a versatile IT professional with five years of experience in network connectivity and software development. He possesses a Bachelor of Science in Computer Science from Kibabii University, complemented by a diploma in Computer Science. His expertise encompasses network configuration, software application development, and a growing proficiency in Artificial Intelligence and Machine Learning. Mr. Robert is adept at integrating these diverse skill sets to create innovative solutions. He is committed to continuous professional development and seeks opportunities to apply his combined expertise to address complex challenges.
